Accessible PDFs for schools, towns, and libraries, at a price small offices can manage.
We turn your board minutes, budgets, forms, and newsletters into tagged, structured PDFs built for people who use screen readers. Every file is checked against the PDF/UA standard before we send it back. $3–5 per page, $8 for scanned pages. Try 5 pages free (digital PDFs; scanned files quoted separately).
The problem: deadlines are coming
The U.S. Department of Justice has updated its rule under Title II of the Americans with Disabilities Act (ADA). State and local governments must make their web content, including documents posted online, meet the WCAG 2.1 Level AA standard:
- By April 26, 2027 if your population is 50,000 or more
- By April 26, 2028 if your population is under 50,000, and for special district governments
Source: ADA.gov, Fact Sheet: New Rule on the Accessibility of Web Content and Mobile Apps
Not sure which date applies to you? ADA.gov explains that school districts use the population of their city or county (or, for independent districts, the Census Small Area Income and Poverty Estimates), and that a town library uses the population of the town that runs it. The rule has limited exceptions for some older and archived documents. But documents posted after your compliance date, and forms people still use to get services, generally need to meet the standard. ADA.gov has the details.
For many offices, the hardest part is the PDFs: years of agendas, minutes, policies, and forms. Many were scanned or exported with no structure. A screen reader may read them as a jumble, or as nothing at all.
The usual fix is expensive. Human remediation typically costs $4 to $18 per page (Harbor Accessibility). That adds up fast for a small district or town.
How it works
- Send us your files. Upload your PDFs or share a folder link. Tell us which ones matter most.
- AI does the heavy lifting. Our tools add the hidden structure a screen reader needs: headings, reading order, lists, tables, form labels, and document language. They also draft alt text, the short descriptions of images.
- We flag images that need your knowledge. AI-drafted alt text is a starting point and can be wrong, especially for charts, maps, photos of people, and anything that depends on local context. When an image's meaning can't be described confidently, we flag it in your report and ask you rather than guess.
- Every file is validated. Before delivery, each file is run through veraPDF, a free, open-source checker for the PDF/UA accessibility standard. We fix what it finds before the file goes back to you.
- You get your files back, plus a short report. The report lists what we fixed, the validation result, and anything we'd like you to confirm.
Want a person to listen to it too? Add a manual screen-reader review (see Pricing). A reviewer reads the document with a screen reader and checks that it makes sense when heard: the reading order, the headings, the tables, the forms, and whether the alt text describes the images accurately.
Pricing
Remediation: $3–5 per page. Each page is billed at its own tier, based on how complex it is:
- Standard — $3/page: mostly text: minutes, agendas, letters, policies
- Structured — $4/page: simple tables, columns, or 3+ images
- Complex — $5/page: forms, complex tables, or charts
- Scanned — $8/page: scanned or image-only pages that need text recognition, with every number proofread by a person
Minimum order: $75.
Every order includes tagging toward WCAG 2.1 AA and PDF/UA, alt text, reading order, veraPDF validation, a short accessibility report, and one free round of fixes within 14 days.
Optional add-on: manual screen-reader review, $1 per page ($25 minimum). A reviewer reads the document with a screen reader (using popular screen readers), checks the alt text, and notes or fixes anything confusing. We recommend it for public-facing forms, budgets, and documents with charts or many images.
Rush: Need it sooner? 48-hour turnaround is +25% (up to 100 pages). 24-hour turnaround is +50% (up to 40 pages).
Volume: 5% off at 250+ pages. 10% off at 1,000+ pages.
No subscription and no setup fee. You'll get a quote before any work starts. Payment is in full for orders under $500, and half upfront for orders of $500 or more.
Why us
We're founded by a blind person. ClerkReady is run by a blind founder who uses a screen reader every day. We built this service because we know what an untagged PDF sounds like: silence, or a jumble.
Every file is checked against a real standard. We don't just say a file is "accessible." Every file we deliver is validated against PDF/UA with veraPDF, an open-source tool anyone can run, and your report shows the result.
We're honest about what software can't check. Automated validators can only test the parts of PDF/UA that a machine can verify. They can't tell whether alt text is accurate or whether a document makes sense when you listen to it. That's why we flag uncertain images, and why we offer a manual screen-reader review for documents where it matters most.
AI keeps the price down. AI lets us charge less than typical human-only remediation, so you can fix more of your backlog on the same budget.
Frequently asked questions
1. Will this make us ADA compliant? We can't promise that, and you should be careful of anyone who does. Compliance depends on your whole website and all your content, not just the files we fix. What we do is remediate the PDFs you send us to the WCAG 2.1 AA standard as closely as we can, validate every file against PDF/UA, and tell you about any open issues. For legal questions, please talk to your attorney.
2. What does "automated validation" check, and what doesn't it? veraPDF checks the machine-verifiable requirements of the PDF/UA standard. For example: is the document tagged, does it declare a language, are fonts embedded, does each image carry an alt text entry. It does not judge whether the alt text is correct, whether the reading order makes sense, or how the document actually sounds in a screen reader. Those need a person. Our optional manual screen-reader review covers them. (veraPDF documentation)
3. How accurate is the AI-written alt text? AI drafts are a starting point, not the final word. They can miss context or describe something wrong. We flag images we can't describe confidently, such as charts, maps, or photos where names or local details matter, and ask you to confirm. If you want a person to check every image description, choose the manual screen-reader review.
4. What kinds of documents do you handle, and how fast? Board and council minutes, agendas, budgets, policies, newsletters, flyers, forms, and reports. Scanned documents are fine; we recognize the text first and a person proofreads the numbers, which is why scanned pages have their own price. Standard turnaround is about 2 business days for 50 pages and about 5 business days for 200 pages. Rush orders have page caps (see Pricing). We'll give you a date with your quote.
5. Is our data safe? Your files are processed on our own server. In our standard workflow, AI tools running on that server help flag and draft fixes, and a person reviews the results; your documents are not sent to any outside AI company. If a project would benefit from a third-party AI service, we will ask you first and use it only with your written approval. Only the founder and our automated pipeline can access your files. We delete your files 30 days after delivery, unless you ask us to keep them longer. We never use your documents to train AI models. If your files include student records, tell us before sending them so we can agree on handling that fits your FERPA obligations.
